Amni Reform Initiative is an independent organization advancing people-centered security, justice, and governance reforms in Somalia.

Our Three Priorities for Urgent Action
Move from political bargaining to a rules-based system by fully implementing the constitution and clarifying roles, powers, and accountability.
Transform fragmented and personalized forces into unified, professional institutions under civilian control and the rule of law.
Turn security gains into lasting peace by establishing local governance, restoring services, and rebuilding communities.

- Mohamed Hussein, Managing Director, he provides overall strategic leadership and guides the organization’s mission and direction.
- Abdiqani Abdiqadir, Operations Director, Oversees day-to-day operations and ensures effective delivery of programs and support functions.

Amni Reform Initiative is a grassroots, non-profit organization. We are currently volunteer-driven and individually supported as we build our institutional capacity.
We welcome partners, supporters, and contributors who wish to help strengthen our mission.
We are building a stronger, more influential institution to advance people-centered security, justice, and governance reforms in Somalia. Our strategy focuses on turning research into action, strengthening national dialogue, and ensuring our work is grounded in local realities.
We do this through four core priorities:
1. Shaping National Dialogue
We expand our research and convening role to drive informed, constructive debates on Somalia’s most pressing reform challenges.
2. Driving Policy Impact
We engage federal and state institutions, civil society, and communities with clear, actionable analysis that supports better decision-making.
3. Building a Strong Institution
We invest in our people, systems, and operations to ensure we are effective, accountable, and sustainable over the long term.
4. Expanding Inclusion and Partnerships
We are building and strengthening relationships with government institutions, civil society, and communities, while amplifying diverse voices, especially those of youth, women, and marginalized groups.
Across all our work, we are strengthening our digital presence and diversifying our funding to ensure our research remains accessible, independent, and impactful.
