About us
We inform the public, advance policy, and build momentum for rights-based and locally owned reforms.
Our Story.
We are people with lived experience in the current security and justice systems, united by a common goal: to make these systems work for our communities and build safer futures for all.
Amni Reform Initiative is an independent organization advancing people-centered security, justice, and governance reforms in Somalia.
Our mission is to make security and justice systems more effective, accountable, inclusive, and responsive.
Our Areas of Action
We focus on the most urgent governance and security challenges, advancing policy-driven solutions that address root causes and integrate human rights across all security efforts.
- Security Sector Governance & Rule of Law Reform
- Federalism & Governance
- Public Safety & Stabilization
Agenda 2028
Our Three Priorities for Urgent Action
Operationalizing existing constitutional provisions to move from political bargaining to a rules-based system of governance.
Transitioning from fragmented, personalized forces to professional, legislated institutions under civilian oversight.
Converting military gains into enduring local governance and stability for recovered communities.
We believe stability is only possible when security and justice institutions are effective, accountable, and rooted in the needs of the people they serve.
