We are people with lived experience in the current security and justice systems, united by a common goal: to make these systems work for our communities and build safer futures for all.

Amni Reform Initiative is an independent organization advancing people-centered security, justice, and governance reforms in Somalia.

Our mission is to make security and justice systems more effective, accountable, inclusive, and responsive.

  • Mohamed Hussein, Managing Director, he provides overall strategic leadership and guides the organization’s mission and direction.
  • Abdiqani Abdiqadir, Operations Director, Oversees day-to-day operations and ensures effective delivery of programs and support functions.
  • Mohamed Ahmed, Policy & Research Director, Leads research, analysis, and policy development to advance people-centered security and justice reform.

We are building a stronger, more influential institution to advance people-centered security, justice, and governance reforms in Somalia. Our strategy focuses on turning research into action, strengthening national dialogue, and ensuring our work is grounded in local realities.

We do this through four core priorities:

1. Shaping National Dialogue

We expand our research and convening role to drive informed, constructive debates on Somalia’s most pressing reform challenges.

2. Driving Policy Impact

We engage federal and state institutions, civil society, and communities with clear, actionable analysis that supports better decision-making.

3. Building a Strong Institution

We invest in our people, systems, and operations to ensure we are effective, accountable, and sustainable over the long term.

4. Expanding Inclusion and Partnerships

 We are building and strengthening relationships with government institutions, civil society, and communities, while amplifying diverse voices, especially those of youth, women, and marginalized groups.

Across all our work, we are strengthening our digital presence and diversifying our funding to ensure our research remains accessible, independent, and impactful.
