We believe stability is only possible when security and justice institutions are effective, accountable, and responsive to the people they serve. That’s where we come in. Amni Reform Initiative is an independent organization advancing people-centered security, justice, and governance reforms across Somalia.

How We Drive Change
We bring community voices into policy spaces and build coalitions capable of driving inclusive, accountable reforms.
We make the case for change through lived experience and public priorities—explaining why reform matters, why it cannot wait, and what must change.
We work with communities to identify real needs, map existing solutions, and uncover practical opportunities for reform.
We translate community needs and priorities into fact-based, actionable solutions. We help leaders sharpen priorities, align stakeholders, and advance reforms that can no longer be delayed.
We build the political and public pressure needed to push, protect, and sustain reform especially where vested interests resist change.
Our Governance
- Mohamed Hussein, Managing Director, he provides overall strategic leadership and guides the organization’s mission and direction.
- Abdiqani Abdiqadir, Operations Director, Oversees day-to-day operations and ensures effective delivery of programs and support functions.
- Mohamed Ahmed, Policy & Research Director, Leads research, analysis, and policy development to advance people-centered security and justice reform.
- Ahmed Hassan – Communications & Public Engagement Director, Manages communications, outreach, and public engagement to strengthen visibility and community connection.

Amni Reform Initiative is a grassroots, non-profit organization. We are currently volunteer-driven and individually supported as we build our institutional capacity.
